Communication Authority of Kenya names Ezra Chiloba as Director-General

The Communication Authority of Kenya (CA) has issued a press statement naming Ezra Chiloba, former CEO of the Independent Electoral and Boundaries Commission (IEBC) as the new Director-General of the Authority following the retirement of Mr Francis Wangusi.

Mr Ezra Simiyu Chiloba, the Authority says, will serve for a renewable period of four
years. His appointment, the release says, comes after a competitive recruitment process.

Since the retirement of Mr Francis Wangusi, Mrs Mercy Wanjau, MBS, has served as the acting director-general of the Communication Authority. In the press statement, the Board of the Authority has thanked her for her service.

The Board of the Communication Authority of Kenya wishes to announce the appointment of Mr Ezra Chiloba Simiyu to the position of the Director-General of the Authority for a renewable period of four years.

The appointment follows a competitive recruitment process to fill the position left vacant with the retirement of the former Director-General, Mr Francis Wangusi.

Mr Chiloba is a policy consultant and Principle Partner with Chil and Kemp consultancy and an Advocate of the High Court of Kenya. He is the immediate former Chief Executive Officer of the Independent Electoral and Boundaries Commission.

Mr Chiloba holds an undergraduate degree in Law from the University of Nairobi a Master of Arts degree from Central European University in Hungary and a Master of Science degree in Program Management from the University of Oxford in the United Kingdom. A postgraduate diploma in law holder from the Kenya School of Law, Mr Chiloba also holds a certificate in Blockchain strategy program from Said Business School at the University of Oxford.

He holds further training in Corporate Governance, Projects Management, Collaborative Leadership and in Monitoring and Evaluation.

Mr Chiloba previously worked as a Team Leader and Deputy Chief of Party with Development Alternative Inc. He was previously a Projects Analyst in charge of governance, electoral systems and processes with the United Nations Development Program in Nairobi.

As a new graduate in Law, Mr Chiloba started his career as a Program Officer with the Center for Minority Rights and Development and later joined South Consulting as a Research and Coordination Officer.

The Board wishes to thank Mrs Mercy Wanjau, MBS who has been acting in the position of Director-General of the Authority.

The Communications Authority of Kenya was established under the Kenya Information and Communication Act, 1998, with the mandate to regulate communication services in Kenya including retail and wholesale tariffs of communications services; license services in the communication industry including telecommunications, postal, courier and broadcasting; manage frequency spectrum and facilitate development of e-commerce.

Mr. Chiloba’s appointment comes into effect immediately.
