South Sudan Blocks Social Media Platforms Amid Regional Unrest

South Sudan’s National Communication Authority (NCA) has mandated a nationwide blockade of all social media platforms for up to 90 days. This move, effective from midnight on January 22, 2025, aims to address concerns over violent content being circulated online, particularly in light of recent conflicts involving South Sudanese refugees in neighboring Sudan. Telecom providers, including Zain South Sudan and MTN South Sudan, have already implemented the directive, confirming the suspension of platforms like Facebook and TikTok.

Background of the Ban

The directive issued by the NCA is rooted in the recent upheaval in Sudan, where South Sudanese refugees residing in areas like Wad Madani have been subjected to violent attacks. These incidents have led to the deaths of women and children, with graphic videos of the events circulating widely on social media platforms. According to the NCA, these posts exacerbate public distress and pose a significant threat to the mental health of vulnerable groups.

The government has invoked sections 9(6)(f) and 34(6) of the National Communication Act of 2012 to justify this sweeping measure. Citing concerns over public safety and societal stability, the NCA stated that this decision is necessary to mitigate the risks posed by the unregulated sharing of violent content.

Scope of the Ban

The directive specifically orders all Internet Service Providers (ISPs) in South Sudan to block access to social media platforms, including Facebook and TikTok, across both web and app formats. The restriction is intended to last for a minimum of 30 days, with the possibility of an extension up to 90 days, depending on the situation’s evolution.

Telecom Providers Respond

Major telecom providers operating in South Sudan, including Zain and MTN, have issued public notices to inform their customers about the suspension.

  • Zain South Sudan emphasized in its statement that customers would not be able to access Facebook, TikTok, or their related messaging applications for the duration of the directive. The company reassured its users that other network services would remain unaffected.
  • Similarly, MTN South Sudan confirmed the suspension of these platforms and pledged to keep its customers informed about any updates to the situation.

Both providers have reiterated their compliance with the government’s directive, while ensuring that their other services continue to function without disruption.
