Safaricom Leads Kenya’s Health Digitization Evolution with Major IHTS Investment

Safaricom PLC has unveiled a significant step forward in Kenya’s healthcare sector by spearheading a consortium of companies committed to advancing the country’s health digitization. The initiative, centered around the implementation of an Integrated Healthcare Information Technology System (IHTS), marks a critical move towards ensuring that every Kenyan gains access to quality healthcare.

A Bold Step for Healthcare Digitization

The consortium, which includes leading companies Apeiro Limited and Konvergenz Network Solutions Limited, has pledged an investment of KES 104.8 billion over a ten-year period to develop, maintain, and support the IHTS System. This monumental investment will be recouped over the decade through monthly installments, which are contingent on achieving key project milestones.

One key feature of this project is the structure of the investment. By designing it this way, the Kenyan Ministry of Health will be able to deploy a comprehensive digital healthcare solution without the need for any upfront capital expenditure (CapEx) or operational expenditure (OpEx), providing a sustainable financial model for healthcare transformation.

Key Components of the IHTS System

The IHTS system is poised to revolutionize healthcare in Kenya through a multi-pronged approach, as outlined by Safaricom. It includes six key areas of development:

  1. Health Information Exchange (HIE) – A central component of the IHTS, the HIE will drive interoperability across health systems nationwide. This means patient records can be unified and shared seamlessly across healthcare facilities, improving both care coordination and patient outcomes.
  2. Standard-Based Integrated Hospital Management Information System (IHMIS) – The rollout of IHMIS will further the digitization of public health facilities, facilitating more efficient health management in collaboration with the Ministry of Health and County Governments.
  3. Digitization of Health Products and Technology (HPT) Supply Chain – This technology will enhance the visibility of pharmaceuticals and other medical products, aiming to reduce stockouts, trace medicines to the patient level, and prevent fraud in the supply chain.
  4. Comprehensive Technology for Health Insurance – The system will support the digitization of the Social Health Authority, ensuring that healthcare financing is more efficient, transparent, and accountable.
  5. Infrastructure for Digital Health Ecosystem – The IHTS will support the development of a robust digital health ecosystem by enabling health professionals to access a secure, connected network. This includes tailored devices like tablets and computers, ensuring health professionals have access to the right tools for effective care delivery.
  6. Robust Cybersecurity – Ensuring that patient data is secure is a top priority, and the project includes comprehensive cybersecurity measures to safeguard all digital transactions and data.

Broader Impact on Kenya’s Healthcare Sector

Beyond technology development, Safaricom and its consortium partners will be working closely with the Ministry of Health to ensure proper training for healthcare professionals across the country. This training will be critical to ensuring that health professionals are prepared to fully utilize the new systems, ensuring their success at the ground level.

The implementation of the IHTS System builds upon Safaricom’s history of deploying impactful digital platforms in Kenya. Some of its past successes include initiatives like the Hustler Fund, the fertilizer e-voucher program, and Inua Jamii, which helps disburse social support funds to the elderly.

A Commitment to Public-Private Collaboration

Safaricom’s leadership in this initiative highlights the growing role of the private sector in addressing public healthcare challenges. The company has also collaborated extensively with county governments, helping to digitize revenue collections and connect local device assembly facilities in Kenya.

This device assembly, executed through a consortium, will accelerate the availability of digital services for Kenyans, further driving the country’s access to cutting-edge technology.
